The Consolidated Plan will assess the current housing market, discuss characteristics of Fresno's population, identify community improvement priorities, and outline a five-year plan to fund and implement them using funds received from the U.S. Department of Housing and Urban Development (HUD) under the federal Community Development Block Grant program (CDBG), the Home Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with HIV/AIDS program (HOPWA).

The Analysis of Impediments to Fair Housing Choice looks at whether everyone in Fresno has the same housing options regardless of factors like race, ethnicity, nationality, sex, gender, religion, disability, and family status. If the plan finds that people face barriers due to one of these factors, it will outline strategies for overcoming these barriers.
When cities receive federal grant money from the Department of Housing and Urban Development (HUD), they are required to produce a plan like this in order to show that they are taking meaningful action to overcome historic patterns of discrimination and segregation.
